Boil the potatoes until they are fully cooked, then mash them into a puree.

Grate the cheese finely and add it to the mashed potatoes.

Pour in the milk and add the sifted flour, baking soda, salt, and both types of pepper to taste. If the cheese is very salty, you may need less salt.
Now, mix everything thoroughly with your hands to form a uniform dough.

Shape equal-sized pies. To do this, grease your hands with vegetable oil, scoop up the mixture with a tablespoon, shape the pie, and slightly flatten it.

Place the pies in a well-heated skillet with oil and fry them on each side for 3-4 minutes, or until they develop a golden crust. Once fried, place the pies on a paper towel to remove excess oil.
